Job Summary:

Provides program/project management leadership and services in support of the goal and objective of the
PWS, as required by the COR. Oversees and manages compliance activities of project management teams, daily operations, client/customer relationships, has responsibility for the quality of deliverables, and develops, monitors, and reports on project objectives, budget, and schedule status and performance. The Project Manager is responsible for the technical, contractual, administrative, and financial aspects of the project(s) as assigned by the Federal Task Lead. Responsible for identifying, proposing resolutions, and resolving project management issues in collaboration with applicable federal staff. Responsible for managing one or more projects, and successfully implements project(s) and associated services, in accordance with the task order, federal laws, regulations and procedures.

Job Duties and Responsibilities:

Ability to define requirements and plan project lifecycle deployment. Ability to define and schedule project/program implementations. Demonstrated experience in risk mitigation and contingency planning. Experience in planning and scheduling project deliverables, goals, and milestones. Extensive experience in directing and overseeing project engineering teams and managing conflicts within a group. Ability to perform team assessments and evaluations. Ability to identify and solve project issues efficiently and effectively. Demonstrated leadership to define requirements for project risk. Ability to design and maintain technical and project documentation. Excellent organizational, presentation, and customer service skills. Program Manager requires scheduling and budgeting experience to manage a large workforce effectively and efficiently.

Job Requirements (Education/Skills/Experience):

  • Bachelor Degree related to Information Technology field of study, in addition to required experience below.
  • 10 years of IT program management may be substituted for the degree requirement. 
  • Must possess experience managing complex projects/programs from design and development to production.
  • Project Management Professional (PMP) certification required.
  • Must have at least ten years of experience in project management.
  • In-depth knowledge of and experience with IT Project Management processes including,
    but not limited to, industry standard Project Management principles and practices such as
    those defined by the Project Management Institute (PMI) in the Project Management
    Body of Knowledge (PMBOK).
  • Hands-on technical experience providing program management services and support to
    public sector organizations.
  • Demonstrated knowledge and experience with Federal Enterprise Architecture (FEA),
    CPIC, SDLC, IT Security Management, and Risk Management.
  • Knowledge of and experience with federal IT Investment laws, regulations and process
    including, but not limited to FITARA, the Clinger-Cohen Act of 1996, Title III of the EGovernment
    Act of 2002, and FISMA. Familiarity with the federal laws, regulations and
    circulars listed in subsequent parts of this PWS.
  • Proven ability to review and analyze cost, schedule, and performance requirements for
    federal IT investments.
  • Knowledge of OMB reporting requirements and adapting internal reporting to align with
    applicable external.
  • Ability to apply consistent management approaches to IT Portfolio Management that
    increases the quality of data through best practices and documentation.
  • Excellent verbal and written communication skills and leadership skills.
