Job Summary:

DDC is seeking a Program Manager and Technical Manager shall supervise all contractor personnel assigned to perform tasks under this contract.

Demonstrated capability for oral and written communications with all levels of management for planning and controlling projects.

The Program Manager shall be assigned on a full-time basis and will have onsite authority to make decisions for the Contractor on all matters regarding the day-to-day enterprise systems software activities.

This position is contingent upon contract award.

Job Duties and Responsibilities:

  • Meeting with OPM personnel, other OPM contractors, and agency representatives; participating in daily status meetings and any briefing concerning enterprise system software support.
  • Overall responsibility for the contract; ensuring conformance to work standards. Assigning, scheduling, and reviewing work of contractor’s subordinates.
  • Serving as a knowledgeable resource in the Data Center’s software and hardware infrastructure; capable of recommending solutions to Data Center needs; managing system software maintenance and related systems responsibilities under this contract.
  • Serving as a technical backup for subordinate staff members.
  • Interpreting policies, purposes, and goals of the CIO/EIS/DC and OPM for subordinates, and reporting in writing and orally to the COR and OPM management.
  • Organizing, directing, and coordinating the planning and implementation of Contractor’s support activities and being the overall technical leader of the contractor team.
  • Overseeing quality of service of subordinate staff, monitoring deadlines, and ensuring final products meet CIO/EIS/DC’s IT standards and requirements.
  • Advising OPM management on new IT technologies and products for their appropriateness and application to the enterprise.

Job Requirements (Education/Skills/Experience):

  • Ten years of current IBM experience managing system software in an IBM Sysplex environment with at least three years in a z/OS V2.1 Parallel Sysplex environment or above.
  • Eight years of experience in the last 15 years as a Technical Manager responsible for supervision, management, and leadership of an IBM systems software staff, and coordination of IBM systems software activities similar to those required by this solicitation.
  • Five years of experience in the last 15 years as a Systems Programmer working in z/OS Systems and related subsystems providing expert support.
  • Five years recent experience managing multiple projects and deadlines.
  • Five years recent experience briefing managers on IT & telecommunication technical issues.
  • Five years recent experience using planning tools and techniques to maximize staff productivity and effectiveness, as well as generating reports to management.
  • Five years recent experience leading, planning, and implementing hardware/software upgrades/changes.
  • Five years recent experience leading, planning, and implementing major software upgrades of the operating system and components.
  • Five years recent experience providing in-depth, state-of-the-art knowledge of IT and telecommunications technologies and products for their appropriateness and application to the enterprise.
  • Five years recent experience developing, maintaining, and executing disaster recovery plans for IBM Enterprise Server environments.
  • Five years recent experience developing, maintaining, and executing computer security plans required for United States Government computing environments.
  • Experience in managing software systems such as z/OS, z/VM, Linux, and DB2 which are being used in the RFP/RFQ.
  • Five years of recent experience developing, maintaining, and executing Disaster Recovery Plans where data is mirrored over a geographically remote distance with a recovery time objective of 12 hours.
  • Five years of recent experience developing, maintaining, and executing Computer Security Plans which conform to NIST SP 800-53 Families of security controls.
