Job Summary:

This role provides program and project management leadership and services to support the goals and objectives outlined in the Performance Work Statement (PWS), as directed by the Contracting Officer's Representative (COR). The individual oversees and manages compliance activities performed by program and project management teams, ensuring the smooth daily operations of projects. The Project Manager is responsible for the technical, contractual, administrative, and financial aspects of the project(s) as assigned by the Federal Task Lead. Responsible for identifying, proposing resolutions, and resolving project management issues in collaboration with applicable federal staff. Responsible for managing one or more projects, and successfully implements project(s) and associated services, in accordance with the task order, federal laws, regulations and procedures.

 

The position is dependent on contract award.

 

Job Duties and Responsibilities:

  • Assume responsibility for the technical, contractual, administrative, and financial aspects of assigned project(s) as directed by the Federal Task Lead.
  • Provide hands-on technical experience in delivering program management services and support to public sector organizations.
  • Demonstrate knowledge and experience with Federal Enterprise Architecture (FEA), CPIC (Capital Planning and Investment Control), SDLC (Software Development Life Cycle), IT Security Management, and Risk Management.
  • Ensure compliance with federal IT investment laws, regulations, and processes, including FITARA, the Clinger-Cohen Act of 1996, Title III of the EGovernment Act of 2002, and FISMA. Familiarize with additional federal laws, regulations, and circulars listed in subsequent parts of the Performance Work Statement (PWS).
  • Review and analyze cost, schedule, and performance requirements for federal IT investments, demonstrating a proven ability in this area.
  • Understand OMB reporting requirements and adapt internal reporting to align with applicable external requirements.
  • Implement consistent management approaches to IT Portfolio Management, enhancing the quality of data through best practices and documentation.
  • Exhibit excellent verbal and written communication skills, along with strong leadership abilities.

Job Requirements (Education/Skills/Experience):

  • Must possess a minimum of ten years of experience in project management.
  • Project Management Professional (PMP) certification is required.
  • In-depth knowledge of and experience with IT Project Management processes, including industry-standard principles and practices defined by the Project Management Institute (PMI) in the Project Management Body of Knowledge (PMBOK).
  • Hands-on technical experience providing program management services and support to public sector organizations.
  • Demonstrated knowledge and experience with Federal Enterprise Architecture (FEA), CPIC, SDLC (Software Development Life Cycle), IT Security Management, and Risk Management.
  • Knowledge and experience utilizing tools/methods to bring Human Centered Design into practice (e.g., Journey Mapping, Affinity Mapping, Storyboarding, etc.).
  • Knowledge of and experience with federal IT Investment laws, regulations and process including, but not limited to FITARA, the Clinger-Cohen Act of 1996, Title III of the E-Government Act of 2002, and FISMA. Familiarity with the federal laws, regulations and circulars listed in subsequent parts of this PWS.
  • Proven ability to review and analyze cost, schedule, and performance requirements for federal IT investments.
  • Knowledge of Office of Management and Budget (OMB) reporting requirements and the ability to adapt internal reporting to align with applicable external requirements.
  • Ability to apply consistent management approaches to IT Portfolio Management that increases the quality of data through best practices and documentation.
  • Excellent verbal and written communication skills, coupled with strong leadership abilities.
