Job Summary:

Maintenance of a Government Fingerprint scanning web-based system while developing a new system by migrating the requirements to AWS Cloud. The services and support requested include project management support, software upgrades, software development services, production support/routine operations and maintenance (O&M), software testing support, configuration management, technical writing and help desk support for the applications and interfaces.

 

Additionally, project personnel will provide knowledge transfer to Government staff, consultation for alternative industry standards on processes and procedures, and support integration of both hardware and software within the Government Intranet and Internet infrastructure, including migration to a federated cloud solution. All documentation (code, scripts, designs, testing documentation, etc.,) will become property of the Government. Project personnel will use the Government’s Systems Development Life Cycle (SDLC) and/or developed templates where applicable (i.e., Unit Test template, Agenda and Meeting Minutes Template, Charter Template, Project Plan Template, etc.,).

Job Duties and Responsibilities:

  • Experience leading Operational and Maintenance support services to support the ongoing maintenance, enhancement and technical support required to support a Government HR fingerprint system and its modules, Kofax TotalAgility (KTA) and HID ArcID Enrollment Fingerprint scanning solutions and scanners, previously known as Integrale, systems.
  • Knowledgeable and strong understanding of the Architecture on Windows platform – This will include planning, installation, configuration, tuning, monitoring, troubleshooting, and change management of KTA amd ArcID applications.
  • Strong technical background on Oracle Application Development Framework (ADF), using PHP, Laravel, VueJS, to name a few technologies.
  • Experience ensuring that the common operating environment is compliant with the Agency enterprise architecture and applicable reference models.
  • Experience evaluating analytically and systematically problems of workflows, organization, and planning and developing appropriate corrective actions.
  • Excellent communications skills at all levels of the organization.
  • Experience in developing program technical roadmap, system process models.
  • Thorough understanding of configuration management concepts and SDLC required documentation.
  • Five plus years Data/Code Migration experience.
  • Strong experience converting current Oracle Database (19c) into Aurora PostgreSQL and supporting the system migration to Amazon Web Services (AWS) cloud.
  • Experience and understanding of how each tool fits into the system architecture.
  • Experience with PeopleSoft APIs, and Oracle ADF.
  • Experience establishing system information requirements and design architecture, to include the software, hardware, and communications to support the total requirements as well as provide for present and future cross-functional requirements and interfaces.
  • Experience ensuring that systems are compatible and in compliance with the standards for open systems architectures as it applies to the implementation and specification of information management solution of the application platform, across the application programming interface (API), and the external environment /software application.
  • Responsibilities will also include ensuring all project staff have a thorough understanding of the system and scanning environment, application, and interfaces. and
  • Ensuring applicable staff provide Help Desk technical assistance and support for incoming queries and issues related to computer systems, software, and hardware.
  • Other duties as assigned.

Job Requirements (Education/Skills/Experience):

Clearance: Active Secret

Minimum Education: Bachelor's Degree in the field or related area/Masters' Degree Preferred; Minimum 12 years of experience.

Certification: AWS Solutions Architect, Associates (as a minimum).

Work Location: Initially the work location will be work from home, but when construction is completed on the Government offices, the work location will be Hybrid, e.g., some work at the office and some work from home.
