Job Summary:

Dine Source is seeking a Technical Writer to support the U.S. Department of Commerce (DOC) National Oceanic and Atmospheric Administration (NOAA) Office of the Chief Information Officer (OCIO). We are looking for a candidate with strong systems engineering and communication skills. The candidate must have the knowledge, experience and leadership required to provide full-spectrum Tech Writing services to support the OCIO team.

Job Duties and Responsibilities:

● Write about technical subjects for technical and nontechnical audiences;
● Create content with HTML sites and/or video tutorials;
● Test and update existing documentation;
● Adhere to and update NOAA compliance and guidelines;
● Create infographics and screenshot markups;
● Write, edit, and help sections to update User Experience (UX) and User Interface
(UI);
● Create and build out user assistance infrastructure, including how-to sections,
FAQs, and Help sections;
● Update, edit, and proofread written materials such as product manuals, user
manuals, how-to guides, and FAQs;
● Work closely with subject matter experts, engineers, developers, and product
marketing team;
● Monitor analytics on usage of online product training materials as well as those
embedded within the product;
● Collect user data to determine areas of documentation that need revision and
updating;
● Serve on quality design, product development, or user experience teams; and
● Write explanations that are understandable for non technical and technical staff
and personnel at all levels of expertise;
● Plan, create, and modify, different technical documents including user
specifications, manuals, and test plans to facilitate the software and product
development process;
● Consult software and technology subject matter experts in order to review, modify,
and revise complex documentation for all departments, employees, and audience;
● Assess and evaluate the user and employee needs and level of knowledge relevant
to technical documentation;
● Interpret complex software/product features and functions and translate them
into a concise, relevant, and readable format;
● Collaborate with product designers and developers to study product samples and
make instructions easier to comprehend;
● Proofread and edit content created by team members and other writing staff;
● Integrate user-friendly content in illustrations, graphs, and infographics for
enhanced user experience;
● Write, review, and organize online help content to facilitate end-users;
● Select and adopt a uniform writing style across all media and other platforms for
consistency within and outside the organization;
● Engage in user research for feedback, revisions, and improvement in technical
content;
● Design, code and modify websites, from layout to function and according to a
client's specifications; and
● Create visually appealing sites that feature user-friendly design and clear
navigation;
Additional Skills:
● Writing well-designed, tested, and efficient code;
● Understanding HTML, CSS, Git, JavaScript - Libraries and Framework, PHP, etc;
● Creating and testing website applications;
● Troubleshooting any issues with the website;
● Bringing data from a variety of back-end services and databases together; and updating and maintaining websites.

Job Requirements (Education/Skills/Experience):

Ability to obtain and maintain a Security Clearance

  • Education:

    • Bachelor’s degree in English, Technical Writing, Communications, Computer Science, or a related field. A degree in a technical discipline is often preferred but not always required.
  • Experience:

    • Proven experience as a Technical Writer or similar role, typically 2-5 years depending on the level of the position.
    • Portfolio of published articles, user manuals, tutorials, or other technical documentation.
    • Experience in software documentation, API documentation, or technical guides is highly desirable.
    • Familiarity with technical writing tools such as Adobe FrameMaker, MadCap Flare, or similar.
  • Technical Skills:

    • Proficiency in writing clear, concise, and grammatically correct technical documentation.
    • Ability to grasp complex technical concepts and make them easily understandable in text and visuals.
    • Knowledge of technical writing standards and best practices.
    • Experience with version control systems (e.g., Git) and documentation management tools (e.g., Confluence, SharePoint).
  • Soft Skills:

    • Strong communication skills, both written and verbal.
    • Attention to detail and accuracy in documentation.
    • Ability to work independently and collaborate effectively with cross-functional teams.
    • Excellent organizational and time-management skills to meet deadlines.
  • Additional Skills:

    • Experience with HTML, XML, or Markdown for formatting technical content.
    • Basic understanding of software development processes and agile methodologies.
    • Knowledge of graphic design and illustration tools for creating diagrams and screenshots is a plus.
  • Certifications:

    • While not always required, certifications in technical writing or related fields (e.g., Certified Professional Technical Communicator) can be advantageous.
  • Industry Knowledge:

    • Depending on the employer's industry, familiarity with specific technical domains (e.g., software development, IT infrastructure, healthcare technology) may be beneficial.
