Job Summary:

 Dine Development Corporation is seeking an experienced Business Development Lead to drive strategic growth and capture efforts across 4th Estate agencies. This role is critical to identifying mission challenges within these agencies and aligning innovative, agile solutions from DDC’s portfolio—including data analytics, cloud, cybersecurity, and digital transformation capabilities—to support modernization and mission success. The ideal candidate will have a deep understanding of the missions, acquisition strategies, and evolving priorities across these agencies, and will possess a strong network of existing relationships while also being capable of building new, lasting connections.

Job Duties and Responsibilities:

  • Understand the acquisition landscape, missions, strategic objectives, and unique challenges faced by 4th Estate agencies such as DFAS, DCSA, DARPA, DISA, DCMA, OUSD(I&S) and WHS
  • Familiarity with contracting pathways and vehicles commonly used by 4th Estate agencies (e.g., GSA schedules, OTAs, 8(a) sole-source)
  • Conduct thorough market research and strategic analysis to identify and qualify new business opportunities aligned to DDC’s innovative capabilities in IT, cyber, data analytics, and mission enablement
  • Leverage and expand existing government relationships to uncover customer pain points, build rapport with key stakeholders, and gather intelligence to shape opportunities early
  • Develop and execute capture strategies tailored to each opportunity, including identifying teaming partners, refining win themes, and ensuring alignment with agency-specific needs
  • Lead and support proposal development efforts, ensuring alignment with solicitation requirements and integrating compelling win strategies
  • Collaborate closely with solution architects, pricing teams, and functional leads to formulate value-driven solutions and competitive pricing
  • Negotiate effectively with agency customers, teaming partners and DDC operations teams to support deal closure and successful contract transition into execution
  • Represent DDC at various key 4th Estate industry events, technical exchanges, and networking forums to stay informed on current and emerging government priorities

 

Job Requirements (Education/Skills/Experience):

  • Strong understanding of government contracting and procurement processes across 4th Estate agencies
  • Demonstrated ability to engage technical and mission-focused stakeholders with credibility
  • Excellent interpersonal, communication, and collaborative skills
  • Ability to think strategically and execute tactically in a fast-paced, opportunity-driven environment
  • Proven experience in business development, capture management, or solution architecture within the federal sector
  • Familiarity with DISA, DARPA, DCSA, DCMA, DFAS, and WHS mission areas, budgets, strategic initiatives, and IT/cyber infrastructure requirements
  • Remote with periodic travel required to DDC offices, customer meetings or 4th Estate conferences and events
