Job Summary:

The Task Order Project Manager (TOPM) is responsible for the successful execution and oversight of task orders under the Defense Logistics Agency (DLA) IT UNIX Technical Support Services program. This role involves leading cross-functional teams, coordinating with DLA stakeholders, and ensuring delivery of contractual requirements on time and within scope. The TOPM provides leadership in project planning, resource management, reporting, and contractor administration, while supporting the DLA's mission-critical enterprise IT operations.

 

*This will be a part-time position and is contingent upon contract award and is anticipated to start July 2025* 

Job Duties and Responsibilities:

  • Lead and manage all aspects of assigned task orders, ensuring alignment with DLA objectives, timelines, and performance standards.
  • Serve as the primary point of contact for the Program Manager, Government Contracting Officer (KO), Contracting Officer Representative (COR), and other stakeholders.
  • Develop and maintain project plans, schedules, and resource allocations to ensure timely execution of deliverables.
  • Oversee on-boarding and off-boarding processes for contractor personnel, ensuring all security, documentation, and training requirements are met.
  • Prepare and submit recurring reports and deliverables, including Monthly Progress Reports, 8570/8140 compliance reports, CAC logs, and GFE reports.
  • Support and coordinate knowledge transfer, documentation, and training during contract transition-out activities.
  • Ensure compliance with DLA policies, procedures, and regulations related to information systems, security, and quality assurance.
  • Facilitate meetings, briefings, and in-process reviews with internal teams and government representatives.
  • Track project performance using appropriate systems, tools, and techniques; identify and mitigate risks and issues.
  • Other duties as assigned.

Job Requirements (Education/Skills/Experience):

  • Clearance: Must possess an IT-II Non-Critical Sensitive (Tier 3) security clearance at the time of proposal submission.
  • Education: Bachelor’s degree (BS/BA) or four (4) additional years of relevant experience in lieu of a degree.
  • Certification: Project Management Professional (PMP) or equivalent nationally recognized certification.
  • Experience:
    • Minimum of 5 years of project management experience in IT or consulting, with progressively higher levels of responsibility.
    • Minimum of 5 years of leadership experience in managing teams, deliverables, and government or enterprise contracts.
  • Skills:
    • Proven ability to manage large-scale, complex IT task orders with multiple deliverables and stakeholders.
    • Strong written and verbal communication, coordination, and presentation skills.
    • Experience with contract compliance, reporting, and DoD project management standards is preferred.
