Job Summary:

NOVA-Dine is seeking a Program Manager to oversee an IT and telecommunications team providing enterprise support to the U.S. Army's Local Network Enterprise Center (LNEC) in Clarksburg, WV.

 

This position supports the Army Information Technology Portfolio (AITP), delivering non-personal Information Technology Services (ITS) across a complex infrastructure. The Program Manager will lead mission-critical operations involving the maintenance of classified and unclassified networks (NIPRNET, SIPRNET, MSE), and oversee functions including network and system administration, help desk operations, configuration management, audio/visual support, and voice communication services such as VoIP and VoSIP.

Job Duties and Responsibilities:

  • Serve as the primary on-site point of contact with the Government.
  • Provide full authority for task execution, planning, coordination, and quality assurance.
  • Lead cross-functional teams responsible for network operations, system maintenance, and cybersecurity.
  • Ensure performance metrics are met, deliverables are timely, and customer satisfaction is achieved.
  • Oversee change management processes and documentation as per Configuration Management (CM) standards.
  • Coordinate and lead weekly and monthly status meetings and Program Management Reviews (PMRs).
  • Adjudicate operational issues, manage risk, and ensure compliance with all DoD IT policies.
  • Other duties as assigned.

Job Requirements (Education/Skills/Experience):

  • Bachelor’s degree in Information Technology, Business Administration, or a related field (Master’s preferred).
  • Minimum 10–12 years of experience as a Project Manager in a Network Operations and Security Center environment.
  • Strong working knowledge of DoD RMF (Risk Management Framework) certification and accreditation processes.
  • Active Top Secret clearance.
  • Experience with DoD IT acquisition processes, including CHESS and ITAS Waivers.
  • PMP or equivalent project management certification highly preferred.
  • Demonstrated leadership in managing diverse IT support functions including help desk, cybersecurity, and network administration.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple priorities in a fast-paced environment.
