Job Summary:

SpinSys Diné is seeking a highly motivated Program Manager to lead  the execution and delivery of all contract efforts for the OBAC and Boulder Ground Infrastructure Facility in Boulder, CO.   This leadership role is responsible for being the key liaison when interfacing with the government on all matters related to contract execution, personnel management, stakeholder coordination, and operational planning with the support of an experienced, multidisciplinary team.

Job Duties and Responsibilities:

  • Oversee all program activities, serving as the single point of accountability to the government customer.
  • Oversee and ensure on-time execution across cross-functional teams delivering support to facilities, IT infrastructure, cybersecurity, engineering, logistics, and systems integration.
  • Use Agile-based project planning, tasking, and delivery across engineering, integration, and mission support teams.
  • Facilitate contract kickoff, hold regular program reviews, manage deliverables and compliance milestones, and mitigate risk mitigation.
  • Mangage required contract metrics and produce monthly status and financial reports, including projections and resource planning.
  • Direct liaison to the government customers and leadership, stakeholders, and mission partners for all areas of concern which include project status, expectations, blocker resolution and risk
  • Manage real time staffing changes or updates, ensure backfill readiness; oversee clearance processing, onboarding, and personnel sustainment.
  • Manage procurements, subcontractor performance, and budget execution in accordance with program constraints with goals to identify efficiencies.
  • Foster a culture of operational excellence, innovation, and continuous improvement in alignment to contract goals 
  • Other duties as assigned. 

Job Requirements (Education/Skills/Experience):

  • Active TS clearance required with SCI eligibility.
  • Master’s degree in a management or engineering discipline (or a bachelor's degree plus 5 additional years of experience).
  • At least 10 years of experience as a program or technical manager for complex programs in a government domain
  • Experience with classified environments and classified personnel requirements
  • Proven experience with management of cost, schedule, performance and risk management.
  • Excellent written and verbal communication skills with executive-level presence.

Pay Range: $183,000 - $262,000

The compensation range listed for this position is a good faith estimate provided pursuant to Colorado’s Equal Pay for Equal Work Act and is intended to reflect the typical range Diné Development Corporation and its subsidiaries reasonably expect to pay for the role. Final compensation may vary and is determined based on factors such as the position’s responsibilities, relevant education, experience, skills, internal equity, market data alignment, and applicable collective bargaining agreements or laws.
