Job Summary:

  • DDC 4C, LLC is looking to fill the Team Lead for its Stormwater Management project at Fort Bragg, NC. The Team Lead will directly oversee the monthly day to day management, inspections of stormwater control measures (SCM), developing work requirements and quality assurance. The Team Lead will need a thorough understanding of NC Stormwater Management and National Pollutant Discharge Elimination System (NPDES) regulations, Knowledge of hydraulics and hydrology, principles and practices of operation, repair, maintenance, construction, and installation work normally performed in storm sewer systems; knowledge of Microsoft office and position specific software, experience utilizing ESRI's ArcGIS and ArcCollector core suite of desktop software, ESRI's database technologies, GPS skills desired and good written and verbal communication.

Job Duties and Responsibilities:

Examples of Duties

  • Inspect each SCM and stormwater feature assigned each month. Identifies maintenance needs or corrective action and proceeds accordingly.
  • Develop weekly, monthly and annual work plans to included requirements to maintain and restore each SCM. Ability to supervise a work crew of up to six employees.
  • Communicates with stormwater management facility owner inspection results and potential solutions to maintain compliances with applicable permit, code, criteria, and standards.
  • Conducts and maintains inspections and results in applicable software programs.
  • Identifies issues and ensures the root cause and creates action plans to prevent issues in the future.
  • Utilize various computer software, ESRI’s ArcGIS/ArcCollector Software to collect required data.
  • Develop monthly reports showing work completed for client.
  • Document additional maintenance or repairs for each SCMs. Develop documentation to initiate repairs outside of the current scope of work.
  • Collects water quality samples from stormwater outfall for laboratory analyses, in accordance with permit requirements.
  • Collects pertinent stormwater related information for various reporting databases, using various handheld computer devices.
  • Produces stormwater data reports as required.

Job Requirements (Education/Skills/Experience):

Special Requirements

  • Valid driver's license in the State of North Carolina.
  • Valid North Carolina Stormwater Control Measure (SCM) Inspection and Maintenance Certification or able to obtain certification within 6 months of employment.
  • Possess knowledge and understanding of current local, state and federal regulations relative to stormwater systems.
  • Ability to direct and coordinate comprehensive water management programs, in accordance with established regulations and ordinances, to achieve desired goals and objectives.
  • Dependable, flexible, and able to travel and spend time in the field.
  • Solid oral and written communication skills.
  • Must be able to pass background checks in order to access and work on Federal sites. (Real ID required)
  • Proficient in Microsoft Office applications (e.g., Word, PowerPoint, Excel, and Outlook).
  • Certifications and training (preferred); First Aid and CPR, 30 Hours OSHA General Construction training, NC Herbicide Applicator license (Aquatic, Forest, Right of Way).
  • Thorough knowledge of GPS and field computer systems and operating software
  • Clean driving record and ability to obtain commercial driver license Class A or B if required. Must be able to successfully operate large crew cab pickup truck (for example, Ford F-250) to accomplish work duties.
  • Ability to operate in a dynamic work environment with diverse job duties.

Physical Requirements

This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 50 pounds of force and occasional exertion of over 100 pounds of force; work frequently standing, walking, sitting, speaking or hearing, using hands to finger, handle or feel, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling, lifting and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; Proficient in creating clear written communications for effectively conveying required actions to entities. hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment, frequently requires exposure to toxic or caustic chemicals and exposure to vibration and occasionally requires wet, humid conditions (weather-related), working near moving mechanical parts, exposure to the risk of electrical shock and wearing a self-contained breathing apparatus; work is generally in a very loud noise location. Ability to maneuver and traverse adverse terrain and steep slopes, which includes ingress and egress of streams (e.g. jack hammer work, garbage recycle plant).
