Job Summary:

Dine Source is seeking a Senior Project Manager to provide full-spectrum project management and Capability Delivery Team (CDT) services in support of the Air Force Civil Engineering Systems (CE) under the Business and Enterprise Systems (BES) directorate. This is a Key Personnel role requiring technical leadership, program execution, and acquisition support. The ideal candidate will demonstrate strong organizational, analytical, and communication skills along with hands-on experience managing complex, multi-disciplinary efforts within a government or DoD acquisition environment.

Job Duties and Responsibilities:

Primary Responsibilities

Program & Acquisition Management

  • Provide outputs in the form of information, advice, fact-based opinions, alternatives, evaluations, and recommendations to support CE initiatives.
  • Deliver rapid, informed responses to tight deadlines, often requiring coordination with technical, operational, and senior leadership stakeholders.
  • Monitor and update CE systems through PMRT, ITIPS, and MICT tools.
  • Track and manage taskers across section, branch, division, and CDT levels to ensure timely and complete responses.

Scheduling & Resource Planning

  • Develop and maintain resource-loaded schedules to assist program managers with effective decision-making.
  • Maintain the Master Schedule with awareness of cross-team resource constraints and dependencies.
  • Track program tasks, dependencies, and future releases; ensure accurate iteration planning (e.g., 3-week schedules).
  • Maintain suspense tracking and the Monthly Activity Report (MAR).

Risk & Issue Management

  • Lead and manage the Risk Management Program (RMP) for CDT efforts.
  • Conduct recurring Risk Management (RM) meetings and update risk registers and reporting tools (e.g., PMRT).
  • Perform issue and risk assessments, identify mitigation strategies, and publish artifacts and minutes.

Technical & Team Support

  • Provide project-level oversight to test teams and coordinate special test requirements.
  • Serve as a liaison and oversight point for Systems, ARIS, and FES-IMS teams.
  • Maintain awareness of Systems and Security (ISSM) requirements and ensure engagement as necessary.
  • Ensure ongoing 508 compliance across program deliverables and processes.

Agile, Process & Documentation Support

  • Support Agile practices across CE teams; monitor burn down charts, track story points, and maintain agile metrics.
  • Administer and maintain Confluence pages, how-to articles, PMO documentation, and internal workflows.
  • Collect and publish meeting minutes; maintain an accurate record of accomplishments.
  • Provide backup support to Configuration Management (CM) as needed.
  • Prepare high-quality briefing materials and presentations for stakeholders and leadership.

Job Requirements (Education/Skills/Experience):

Required Qualifications

  • Clearance: Active DoD Secret clearance required.
  • Experience:
    • Minimum 4 years of experience in project/program management.
    • Preferred: 10+ years of experience in acquisition, IT, or systems management roles.
  • Education:
    • Master’s degree (MA/MS) preferred; Bachelor’s accepted with additional experience.
  • Demonstrated ability to work independently on high-visibility or mission-critical programs.

Preferred Qualifications

  • Certifications:
    • PMP certification preferred; may be waived with an additional 3 years of experience.
    • SAFe or other Agile certifications a plus.
  • Experience with:
    • Microsoft Project and full project lifecycle tools
    • Agile frameworks and PMO operations
    • Government roles such as 63A or GS-1101 series
    • CE Systems or other Air Force acquisition program
