Job Summary:

Dine Source is seeking a qualified candidate to serve as a Requirements Analyst for the Defense Logistics Agency (DLA) DAAS D-BX Implementation, responsible for capturing, validating, and managing system requirements throughout the software development lifecycle. This position works closely with stakeholders to ensure operational and application needs are accurately documented and translated into clear, actionable requirements for development teams. The Requirements Analyst will facilitate communication between business users and technical staff, ensure requirements traceability, and confirm that delivered capabilities align with user expectations.

 

*This position is contingent upon contract award.* 

Job Duties and Responsibilities:

Requirements Elicitation & Documentation

- Interview stakeholders and end-users to capture functional and non-functional requirements.
- Document agreed-upon capabilities in a Software Requirements Specification (SRS) and/or Requirements Traceability Matrix (RTM).
- Develop use cases, workflow diagrams, and storyboards to model system requirements.
- Identify quality standards, design constraints, and error handling requirements.

 

Requirements Management & Traceability

- Maintain a Requirements Management Plan incorporating change control procedures.
- Track requirements from baseline through verification, ensuring full traceability to testing and deployment.
- Participate in peer reviews to validate requirements and confirm alignment with business needs.
- Update documentation to reflect approved changes to system scope or design.

 

Collaboration & Testing Support

- Act as the primary liaison between stakeholders and the development team throughout the project lifecycle.
- Support functional and user acceptance testing by validating that developed features meet documented requirements.
- Communicate test results and changes to end-product requirements to stakeholders.
- Facilitate resolution of requirement-related issues or conflicts.

Job Requirements (Education/Skills/Experience):

- Active Secret clearance required. 

- 5 years of relevant experience in requirements analysis for enterprise IT systems.
- Experience gathering, documenting, and managing requirements for government or large-scale systems.
- Skilled in developing and maintaining RTMs, SRSs, and other requirements documentation.
- Familiarity with Agile project management and backlog refinement processes.

- Some travel may be required. 

 

Technical Skills

- Proficiency with requirements management tools (e.g., JIRA, Confluence, DOORS, or equivalent).
- Ability to create process models, workflow diagrams, and use case documentation.
- Understanding of functional and non-functional requirements, including performance, security, and usability.
- Knowledge of ICAM/ABAC/RBAC concepts and compliance considerations.

 

Soft Skills

- Strong interviewing, facilitation, and analytical skills.
- Effective written and verbal communication with both technical and non-technical audiences.
- Ability to manage multiple priorities in a collaborative, distributed team environment.

 

Education & Certification

- Bachelor’s degree in a related field.
- Project Management Professional (PMP) certification or equivalent.
- Must possess IT-II Non-Critical Sensitive security clearance (Tier 3) Secret clearance at time of proposal submission.
