Job Summary:

Dine Source is seeking a qualified candidate to serve as an Applications Programmer - Senior to serve as Sustainment Lead and Application Programming Subject Matter Expert (SME) for the Defense Logistics Agency (DLA) DAAS D-BX Implementation. This senior-level position delivers expert-level knowledge of sustainment lifecycle management activities for programs and project operations, with a focus on analyzing functional business applications, designing software solutions, and ensuring integration with DLA enterprise systems. Responsibilities include translating detailed designs into software, developing and refining applications, supporting modernization efforts, and guiding programming teams to meet mission requirements. The role also supports API-first and low-code/no-code initiatives to enable process automation and rapid capability delivery across DAAS modernization areas

Job Duties and Responsibilities:

Application Sustainment & Development

- Lead sustainment lifecycle management activities for assigned DAAS programs and projects.
- Analyze functional business applications and design specifications in domains such as finance, accounting, personnel, logistics, and contracts.
- Develop block diagrams and logic flowcharts; translate detailed designs into efficient, maintainable computer software.
- Design, code, test, debug, and refine applications to meet performance, security, and operational requirements.
- Enhance software to reduce operating time, improve efficiency, and meet evolving mission needs.

 

Modernization & Integration

- Implement and maintain application programming interfaces (APIs) to support low-code/no-code development platform models.
- Use low-code/no-code BPMN tools to design and implement application/process automation solutions.
- Support agile and hybrid application development efforts, integrating solutions into large-scale DBMS environments.
- Ensure compatibility with DAAS modernization initiatives including message/transaction processing, reporting modernization, and portal integration.

 

Technical Leadership & Compliance

- Provide technical direction to programming teams to ensure deadlines, quality standards, and project objectives are met.
- Devise or modify procedures to solve complex problems, considering equipment capacity, operating time, and required results.
- Prepare program-level and user-level documentation, training materials, and technical reports.
- Ensure all developed applications comply with applicable DoD, DISA STIG, ICAM/ABAC/RBAC, and Section 508 accessibility requirements.

- Other duties as assigned. 

Job Requirements (Education/Skills/Experience):

- Active Secret clearance required. 

- 10 years of relevant experience in application programming, sustainment, and lifecycle management for large-scale enterprise systems.
- Expert knowledge of sustainment lifecycle management activities for programs and project operations.
- Experience with APIs, low-code/no-code BPMN tools, and application/process automation.
- Proven background in agile and hybrid low-code application development.
- Experience as an application programmer on large-scale DBMS, with the ability to develop complex software to meet design objectives.

- Some travel may be required. 

 

Technical Skills

- Proficiency in programming languages and environments supporting enterprise applications.
- Experience with large-scale relational DBMS platforms.
- Familiarity with enterprise integration methods, APIs, and microservices.
- Skilled in using development tools for automation, testing, and configuration management.

 

Soft Skills

- Ability to lead, mentor, and provide technical oversight in distributed work environments.
- Strong analytical, problem-solving, and communication skills.
- Capable of working across multiple workstreams under minimal supervision.

 

Education & Certification

- Bachelor’s degree in an Information Technology-related field.
- Relevant certification from a nationally recognized technical authority.

- Must possess IT-II Non-Critical Sensitive security clearance (Tier 3) - Secret clearance at time of proposal submission.
