Job Summary:

The Onsite Lead will be responsible for overseeing and managing the day-to-day execution of janitorial, custodial, and range facility maintenance tasks in support of the U.S. Customs and Border Protection (CBP), Office of Field Operations (OFO), Special Response Team (SRT) Training Facility. This role ensures that subcontractor staff, supplies, and scheduled activities are coordinated effectively to maintain compliance with the contract Statement of Work (SOW).

The ideal candidate will have strong leadership, organizational, and communication skills, along with experience in facility operations, custodial oversight, and compliance with health, safety, and environmental standards.

Job Duties and Responsibilities:

  • Subcontractor Oversight & Coordination
    • Provide daily oversight of subcontractors performing routine janitorial services across all designated facility buildings.
    • Ensure tasks are completed in alignment with custodial task frequency charts.
    • Conduct quality assurance checks and report discrepancies to Program Manager.
  • Range Cleaning & Facility Support
    • Participate in and coordinate range cleaning activities, including lead abatement, HEPA vacuuming, and filter replacement.
    • Hazardous materials/waste handling/management/disposal actions in coordination with Fort Walker Department of Public Works as required.
    • Ensure compliance with 29 CFR 1910.1200 OSHA and CFR 40 Part 262 RCRA standards for hazardous waste management and safety practices (training will be provided).
  • Inventory & Supply Management
    • Track and maintain inventory of consumables (toilet paper, paper towels, soap, cleaners, etc.) and janitorial equipment.
    • Order supplies and materials on a regular cadence, ensuring adequate stock and adherence to bio-based/recovered materials requirements.
    • Submit supply usage reports and invoices in accordance with contract requirements.
    • Maintain an annual supply of filters and replacement parts for Firing Range.
  • Annual & Scheduled Tasks
    • Coordinate and schedule annual, semi-annual, and quarterly tasks required in the SOW (e.g., carpet shampooing, window cleaning, deep range maintenance).
    • Maintain and communicate a recurring task calendar to Program Manager, subcontractors, and facility management.
  • Reporting & Compliance
    • Submit monthly status reports (MSRs), quarterly supply usage reports, and incident/accident reports as required.
    • Ensure subcontractor staff comply with CBP and U.S. Army security clearance requirements and facility access protocols.
    • Support preparation of audits, inspections, and quality control reviews.

Job Requirements (Education/Skills/Experience):

  • Minimum 5 years of experience in facilities management, custodial services oversight, or military/government facility support.
  • Strong knowledge of custodial operations, OSHA safety regulations, and hazardous material/waste handling.
  • Experience managing subcontractors and coordinating multi-team task execution.
  • Ability to manage procurement and inventory of supplies in a compliance-driven environment.
  • Excellent organizational and communication skills, both written and verbal.
  • Must be able to obtain and maintain a CBP Background Investigation (BI) clearance.
  • Prior experience with government contracts preferred.
  • Ability to walk, stand, and perform inspections across multiple buildings and range facilities.
  • Must wear security badge at all times and comply with Fort Walker security policies.
  • Ability to lift and move supplies/equipment (up to 50 lbs).
  • Must pass required medical monitoring and safety training for lead exposure and HAZMAT compliance.
  • Ability to obtain 40 Hours HAZWOPER (29 CFR1910.120), RCRA and DOT HAZMAT Transportation (49 CFR 172) Certifications and OSHA 10 hour or 30 hour General Industry Certification.
