Job Summary:

Diné Development Corporation (DDC) is seeking a Senior Proposal Manager to join our high-performing Growth Enablement team supporting our family of 10 subsidiaries across the federal contracting space. This is not a traditional proposal management role, it is a strategic business function driving scale, operational excellence, and competitive execution across a diverse portfolio of federal programs.

 

As Senior Proposal Manager, you will contribute to complex, deadline-driven proposals from kickoff through submission. Operating within a corporate shared services model, you will balance multiple efforts, collaborate with senior leadership, shape proposal strategy, and drive the development of compliant, compelling, and high-quality deliverables. We are looking for operators, self-starters; professionals who thrive in a fast-paced environment, bring clarity to complexity and set the standard for what excellence looks like in federal proposals.

Job Duties and Responsibilities:

  • Lead end-to-end proposal development for Federal RFPs, RFIs, RFQs, and Direct Awards, ensuring timely and compliant submissions.​
  • Develop and manage proposal schedules, adhere to deadlines, and facilitate coordination of cross-functional teams to deliver high-quality proposals.​
  • Create compliant proposal templates and outlines based on RFP Sections L & M
  • Lead compliance checks for all Federal and DoD RFP, RFQ, RFI, and Task Order responses to ensure adherence to Sections L & M, FAR/DFARS clauses, and agency-specific requirements.
  • Track updates to FAR/DFARS, agency supplements, and DoD-specific procurement guidelines; advise proposal teams on compliance implications.
  • Collaborate with Capture, BD, Pricing, Recruiting, and Leadership to develop win strategies and key messaging.​
  • Write and edit proposal content, including management plans, staffing approaches, and past performance narratives.​
  • Maintain compliance matrices, proposal trackers, and review schedules
  • Mentor junior proposal team members and contribute to process improvement initiatives.​
  • Lead proposal review teams and incorporate feedback efficiently.​
  • Contribute to the development of proposal best practices, templates, and tools.​
  • Champion DDC’s high-performance culture and operational standards.

Job Requirements (Education/Skills/Experience):

  • 4-6 years of federal proposal management experience, preferably within a shared services or multi-entity environment.​
  • In-depth knowledge of the federal procurement lifecycle, including FAR/DFARS and other relevant acquisition regulations.​
  • Ability to take ownership of compliance checks throughout the proposal lifecycle.
  • Exceptional writing, editing, and document management skills.​
  • Proficiency in Microsoft Office Suite, Adobe Acrobat, SharePoint, and proposal automation tools.​
  • Shipley, APMP, or equivalent proposal certification preferred.​
  • Bachelor’s degree in Business, Communications, English, or a related field preferred.​
